Integration of Implementation of Controlling Policies, Operation, Maintenance and Monitoring System

This project was designated to monitor industrial waste from source to destination thoroughly with real-time tracking systems or Global Positioning System (GPS) on industrial waste clearance and transport vehicles. The project scope was divided into 5 categories: regulations amendment, examination, operation and daily management, abnormal activities monitoring and validation processes. The seventh stage of the regulation enforcement will be carried out next year. In order to avert from transportation companies avoiding monitoring with new illegal actions, trailers will be asked to install GPS. The examination process will be the responsibility of local government organization to streamline operation process and complexity. At present, there are approximately 5,000 vehicles with 1,794 transportation companies equipped with GPS from eight GPS providers. This year the project team continued monitoring processes and submitted suspicious vehicles on a daily basis. To retrieve real-time position, the EPA had asked every GPS provider to add a dynamic frequency function for the EPA inspectors with UMPC to retrieve real-time vehicle’s location dynamically according to the distance with the target vehicle within 5 seconds. In addition, servers were upgraded and streamlined for energy-conservation and to reduce carbon dioxide. On purpose of representing meaning information, the project team uses GIS(Geographical information system) to trace waste, not only cross reference information but also bring in suspicious vehicle location. Management levels could gather spatial information with GIS tools intuitively. Two business review meetings, six training courses and 23 project meetings were held this year. Project team promoted and illustrated validation functions for EPBs on seminars and related meetings. Based on the feedback of the EPB operators, the system was further improved to prevent illegal operations.
